Nigeria is a developing country with youths that have great potentials. They embrace new innovations easily. In Anambra State of Nigeria alone, there are eight (8) higher institutions. It was observed that in the rural areas recently, youths indulge in drug taking and other anti-social acts. Many of them are dropout from schools. The rural libraries could play big roles by reverting them to skillful living again that is by equipping the libraries with information resources that would interest the youths (...) and attract them back to complete their education. A questionnaire titled “Using the rural library for youth development” was constructed and distributed among the youths and librarians in five (5) villages that have rural libraries. 300 copies of questionnaire was made and distributed. 235 respondents were gotten. The response rate became 78%. Findings were made. It was suggested that the government should build and equip the rural libraries to modern standard, provide current materials and also employ more librarians to work there. (shrink)

The card catalogues are neglected in the university libraries in Nigeria because of the introduction of OPAC (Online Public Access Catalogue) which is rarely seen in most of university libraries. After conducting a research on the usefulness of card catalogues, the researcher observes that users of the libraries still appreciate the card catalogues in the libraries because they help them to know the collections of the library.

On occasion, I am appointed by our local probate court to help make health care decisions for patients who are no longer capable of making these decisions for themselves. I'll visit my client in the hospital and review his or her chart, and I'll have numerous opportunities to talk about the illness and treatment options with attending physicians, residents, and nurses. My phone calls to them will be returned promptly. If doctors arrive at the conclusion that nothing further can be (...) done for the patient, we'll discuss how best to proceed. This end‐of‐life talk never comes as a surprise to me because I will have been included in the team's decision‐making process, in the manner of professionals interacting with another professional. Last fall, I became a family surrogate decision‐maker after my mother was hospitalized over the course of a few months, for a number of reasons, in three hospitals in New York. I assumed I would manage her care as I did my clients’, with a sense of control and involvement in the process, but I quickly learned that I had in fact entered a kind of alternate universe as far as decision‐making was concerned. At the outset of an ethnographic inquiry, we navigated national and international resources to search for theoretical and practical guidance on obtaining parents and children’s informed consent/assent. While much theoretical guidance debating ethical issues to children’s participation in research was found, a paucity of published papers offering practical guidance on assent processes and/or visual representations of child assent forms and information sheets was discovered. The purpose of this article is to describe our experiences, both theoretically and practically, of negotiating the (...) process of obtaining informed consent and assent with parents and children for a non-therapeutic qualitative research study. We hope this article instigates a platform for others to explicate their experience and contributes to the construction of a coherent body of knowledge which will clearly delineate important elements that must be considered when negotiating children’s agreement to participate in research. In this article three viewpoints on the relation of body and language are discussed: the poststructuralist viewpoint of Judith Butler, the phenomenological viewpoint of Maurice Merleau-Ponty and the postmodernist viewpoint of Jean-François Lyotard. The reason juxtaposing for these three accounts is twofold. First, the topic requires a combination of post-structuralist and phenomenological insights, and second, the accounts are supplementary. Butler's account raises questions that can be answered with the help of Merleau-Ponty's work. Lyotard's anthropology of the inhuman offers a perspective (...) of finitude that is missing in the other two. The aim of the article is to outline the necessary ingredients of an adequate conception of the speaking embodied subject. (shrink)

In this paper we study the Kolmogorov complexity for non-effective computations, that is, either halting or non-halting computations on Turing machines. This complexity function is defined as the length of the shortest input that produce a desired output via a possibly non-halting computation. Clearly this function gives a lower bound of the classical Kolmogorov complexity. In particular, if the machine is allowed to overwrite its output, this complexity coincides with the classical Kolmogorov complexity for halting computations relative to the first (...) jump of the halting problem. However, on machines that cannot erase their output –called monotone machines–, we prove that our complexity for non effective computations and the classical Kolmogorov complexity separate as much as we want. We also consider the prefix-free complexity for possibly infinite computations. We study several properties of the graph of these complexity functions and specially their oscillations with respect to the complexities for effective computations. (shrink)

This paper aims to investigate whether and in what respects the conceptions of the body and of agency that Judith Butler develops in Bodies That Matter are useful contributions to feminist theory. The discussion focuses on the clarification and critical assessment of the arguments Butler presents to refute the charges of linguistic monism and determinism.

The presence of stigmatizing language in the electronic health record (EHR) has been used to measure implicit biases that underlie health inequities. The purpose of this study was to identify the presence of stigmatizing language in the clinical notes of pregnant people during the birth admission. We conducted a qualitative analysis on N = 1117 birth admission EHR notes from two urban hospitals in 2017. We identified stigmatizing language categories, such as Disapproval (39.3%), Questioning patient credibility (37.7%), Difficult patient (21.3%), (...) Stereotyping (1.6%), and Unilateral decisions (1.6%) in 61 notes (5.4%). We also defined a new stigmatizing language category indicating Power/privilege. This was present in 37 notes (3.3%) and signaled approval of social status, upholding a hierarchy of bias. The stigmatizing language was most frequently identified in birth admission triage notes (16%) and least frequently in social work initial assessments (13.7%). We found that clinicians from various disciplines recorded stigmatizing language in the medical records of birthing people. This language was used to question birthing people's credibility and convey disapproval of decision‐making abilities for themselves or their newborns. We reported a Power/privilege language bias in the inconsistent documentation of traits considered favorable for patient outcomes (e.g., employment status). Future work on stigmatizing language may inform tailored interventions to improve perinatal outcomes for all birthing people and their families. (shrink)

The aim of this study was to explore the existence of moral distress among nurses in Lilongwe District of Malawi. Qualitative research was conducted in selected health institutions of Lilongwe District in Malawi to assess knowledge and causes of moral distress among nurses and coping mechanisms and sources of support that are used by morally distressed nurses. Data were collected from a purposive sample of 20 nurses through in-depth interviews using a semi-structured interview guide. Thematic analysis of qualitative data was (...) used. The results show that nurses, irrespective of age, work experience and tribe, experienced moral distress related to patient/nursing care. The major distressing factors were inadequate resources and lack of respect from patients, guardians, peers and bosses. Nurses desire teamwork and ethics committees in their health institutions as a means of controlling and preventing moral distress. There is a need for creation of awareness for nurses to recognize and manage moral distress, thus optimizing their ability to provide quality and uncompromised nursing care. (shrink)

There are $\Delta _{2}^{0}$ sets (...) X such that ΩU[X] is rational. Also, for every n ≥ 1, there exists a set X which is $\Delta _{n+1}^{0}$ and $\Sigma _{n}^{0}$-hard such that ΩU[X] is not random. We also look at the range of ΩU as an operator. We prove that the set {ΩU[X]: X ⊆ 2<ω} is a finite union of closed intervals. It follows that for any optimal machine U and any sufficiently small real r, there is a set X ⊆ 2<ω recursive in ∅′ ⊕ r, such that ΩU[X] = r. Body representations are known to be dynamically modulated or extended through tool use. Here, we review findings that demonstrate the importance of a user's tool experience or expertise for successful tool embodiment. Examining expert tool users, such as individuals who use tools in professional sports, people who use chopsticks at every meal, or spinal injury patients who use a wheelchair daily, offers new insights into the role of expertise in tool embodiment: Not only does tool embodiment differ between novices and (...) experts, but experts may experience enhanced changes to their body representation when interacting with their own, personal tool. The findings reviewed herein reveal the importance of assessing tool skill in future studies of tool embodiment. (shrink)

We study probabilistic logic under the viewpoint of the coherence principle of de Finetti. In detail, we explore how probabilistic reasoning under coherence is related to model- theoretic probabilistic reasoning and to default reasoning in System . In particular, we show that the notions of g-coherence and of g-coherent entailment can be expressed by combining notions in model-theoretic probabilistic logic with concepts from default reasoning. Moreover, we show that probabilistic reasoning under coherence is a generalization of default reasoning in System (...) . That is, we provide a new probabilistic semantics for System , which neither uses infinitesimal probabilities nor atomic bound (or big-stepped) probabilities. These results also provide new algorithms for probabilistic reasoning under coherence and for default reasoning in System , and they give new insight into default reasoning with conditional objects. Remote work became the new normal during COVID-19 as a response to restrictions imposed by governments across the globe. Therefore, remote work’s impact on employee outcomes, well-being, and psychological health has become a serious concern. However, the knowledge about the mechanisms and outcomes of remote work is still limited. In this study, we expect remote work to be negatively related to bullying and assume that bullying will mediate remote work’s impact on work engagement and loneliness. To test our hypothetical model, (...) we applied a cross-sectional design using data from a large representative sample of 1,511 Norwegian workers. The data were collected in September 2021 during a period of COVID-19 restrictions in Norway. The results confirmed our hypotheses: remote work was positively related to loneliness and work engagement but negatively related to bullying. Further, bullying was positively related to loneliness and negatively related to work engagement. Moreover, bullying was also found to play a partial mediating role, supporting our hypothesis. This study suggests that remote work is related to both positive and negative mechanisms in the workplace. Remote work can potentially reduce bullying and have a protective function in preventing bullying. However, since remote work has positive relations with both loneliness and work engagement, this study illustrates that organizations should be cautious and perhaps consider a moderate level of remote work. It is commonly thought that that the best system account of lawhood ((Mill (1843), Ramsey (1978)[fp. 1928], Lewis (1973)) makes available a nice explanation for why laws are ‘distinctively appropriate targets of scientific inquiry’ (Hall, 2015). The explanation takes the following general form: laws are especially valuable for agents like us because they efficiently encode a lot of valuable (non-nomic) information in a tractable format. The goal of this paper is to challenge this style of explanation: I argue that the (...) general principle it presupposes is in conflict with our best account of practical rationality. After considering and rejecting a number of proposals for dissolving the tension, I conclude that BSA proponents may need to scale back the explanatory ambitions of their theory; in particular, they may need to give up the hope of non-circular explanations of the value of nomic information. This study seeks to determine how users of the university libraries perceive the services rendered to them. Department of Mechanical Engineering was chosen as the population of this study. It is heavily populated with students seeking for information. 600 copies of questionnaire were made, only 450 copies were returned, well-filled, that is 75% of the questionnaire. Results were gathered and findings were made. The result showed that University Libraries are underfunded, they lack qualified personnel and also the university libraries do (...) not have a general standard that guild them to access if actually users of the libraries are satisfied with the library or not. La contribución específica de Hans Kellner a la Nueva Filosofía de la Historia se dirige a dar cuenta del revival de la narrativa a partir de los 80 en términos de un revival de la retórica. Sus relecturas de los textos históricos, metahistóricos, literarios y filosóficos nos invitan a apreciar las estrategias retóricas implicadas en ellos, desplegando aquello que habilitan o imposibilitan decir acerca del pasado. Kellner invita a eludir el planteo fundacionista que se ciñe a la cuestión de la (...) validez epistémica del texto, sin caer por ello en la actitud determinista lingüística que fija las estrategias discursivas en tanto estructuras artificiosas y distorsivas de la realidad. Kellner nos desafía a abandonar la metáfora de la distorsión para caracterizar la relación entre representación y realidad. Si en cuanto filósofxs de la historia nos interesa trazar líneas de continuidad y comunidad en la indagación historiográfica, debemos enfocar en sus fuentes retóricas más que en la evidencia documental o la experiencia del pasado cuyo rasgo manifiesto es la fragmentariedad. Su propuesta promueve que nos focalicemos, por un lado, en las innumerables elecciones tomadas entre las diversas modalidades de conocimiento disponibles. Por el otro, nos advierte de la ansiedad provocada por dicha elección en contra de otras opciones descartadas que podrían habernos hecho pensar las cosas de otra manera. The year 2008 is the 25th of the publication of Metahistory: The Historical Imagination in Nineteenth-Century Europe, a milestone for the philosophy of history, since it comprehends its linguistic turn. 2008 is also the 80th birthday of Hayden White, an occasion for philosophers of history and historians from several areas to revisit his work and reconsider the challenges that it has delegated to us. A fundamental challenge is the necessity of going back, again and again, to literary theory to elucidate (...) the nature of historical discourse. The case of Charlie Gard sparked an ongoing public and academic debate whether in court decisions about medical treatment for children in England & Wales the best interests test should be replaced by a harm threshold. However, the literature has scantly considered (1) what the impact of such a replacement would be on future litigation and (2) how a harm threshold should be introduced: for triage or as standard for decision-making. This article directly addresses these gaps, by first analysing reported (...) cases in England & Wales about medical treatment in the context of a S31 order, thus using a harm threshold for triage and second comparing court decisions about medical treatment for children in England & Wales based on the best interest test with Dutch and German case law using a harm threshold. The investigation found that whilst no substantial increase of parental discretion can be expected an introduction of a harm threshold for triage would change litigation. In particular, cases in which harm is limited, currently only heard when there are concerns about parental decision-making, may be denied a court hearing as might cases in which the child has lost their capacity to suffer. Applying a harm threshold for triage in decisions about withholding or withdrawing life-sustaining treatment might lead to a continuation of medical treatment that could be considered futile. (shrink)
